The Opportunity:

The Ohio State University, one of the nation’s leading public universities, is seeking a flexible and resilient Employee & Labor Relations Consultant to serve in the Office of Human Resources’ Employee and Labor Relations department. As the primary investigator of Title VII allegations and other major workplace infractions, the Employee and Labor Relations Consultant plays a pivotal role in shaping the university culture. As such, the position requires a consultative and collaborative individual capable of building solid relationships throughout the university and at all levels of the organization.

With a service-oriented approach, the individual will provide human resource consultation and services with specific emphasis on employee and labor relations as a member of a consulting team. These duties include providing information, training and consultation to college and departmental administrators, managers, human resource professionals, faculty and staff regarding a variety of ER/LR issues from performance management to the interpretation and implementation of federal/state regulations and OSU HR policies. Similarly, the successful Employee & Labor Relations Consultant will come to know their customer groups so well that they will be able to proactively identify potential areas of risk and develop and implement action plans for resolution.

Ultimately, the day to day duties of the position calls for an individual who is prepared to conduct complex investigations and who recognizes the personal and organizational value of this process for the institution. While investigations can be challenging at times, they are vital to the achievement of the university values. The successful individual in this role will display a high level of comfort and resilience with fluctuating and shifting situations and, at times, will experience a heavy workload. The role will also be a rewarding one as the successful candidate will form strong relationships with his/her customer base resulting in the creation of a sustained trusted advisory role. In addition, the Employee & Labor Relations Consultant will partner with their teammates and the larger OSU community to achieve the unit and university strategic goals. The successful candidate will be a self-starting team player, able to maintain objectivity while performing their duties and who values integrity, diversity and the importance of having fun along the way. In the first 90 days, the successful candidate will understand their role in the organization and how the work they perform supports the larger mission of the university.

Position Environment:

This position will report to the Director of Employee Relations and is a part of the larger Employee and Labor Relations team. As a part of the centralized Office of Human Resources, the Employee & Labor Relations Consultant will have designated customers at the University. The immediate team consists of other Employee & Labor Relations Consultants, a Human Resource Assistant, a Labor Relations Specialist, a Manager of Labor Relations, an Employment Law and Compliance Manager, as well as the Director of Employee Relations.

Each Employee & Labor Relations Consultant has their own primary set of customers, but given the unpredictability of case volume and complexity, this individual can expect to step in and assist other teammates with their assignments, as needed. By proactively partnering with their customer groups, the team seeks to reduce the frequency of issues that arise within the unit.

Performance Objectives:

Specifically, this position will be responsible for:

1. Investigating discrimination and sexual harassment complaints, workplace violence allegations, and other cases of a complex nature; and issuing written reports to the unit and the employee with specific action steps, as appropriate.
2. Providing confidential, proactive and objective consultation to various constituencies.
3. Collaborating to develop and implement effective practices that result in a healthy culture.
4. Reviewing departments’ adherence to guidelines, procedures and employment laws and regulations.
5. Identifying and analyzing specific employee and management actions regarding employee relations policies, procedures and documentation.
6. Integrating work/life and diversity principles into consultation practices and providing training regarding these and other employee relations issues.
7. Interpreting bargaining unit agreements while establishing and maintaining satisfactory labor-management relationships.
8. Assisting with problem/conflict resolution before escalation to formal grievance or corrective action.
9. Serving as Hearing Officer for corrective action and/or grievance meetings and developing and issuing appropriate written responses.
10. Leading meetings involving the Crisis Assessment Team.
11. Analyzing trends to find actionable, pragmatic solutions to employee relations issues.
12. Assisting in the development and/or revision of employee relations programs, policies and tools that align with university objectives of promoting a high performance culture with an emphasis on creativity, flexibility, coaching, feedback and accountability.

Job Requirements


Education, training, experience:
The successful candidate for this position will have demonstrated success in several areas, including:

1. Considerable work experience in complex employee and labor relations matters within a large organization with multi-faceted operation units.
2. Considerable knowledge and experience with compliance and federal and state laws.
3. Considerable experience conducting complex investigations.
4. Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
5. Ability to work effectively and form solid professional relationships with a wide range of diverse constituencies.
6. Ability to analyze complex information, to define and resolve problems and create strategies.
7. Bachelor’s degree in Business Administration, Management and Human Resources, or Liberal Arts, or equivalent work experience.


Additionally, the ideal candidate may have:

8. Knowledge and understanding of applicable Classified Civil Service laws, university policies and procedures.
9. Experience working in a unionized and higher education environment.
10. PHR or SPHR certification.
11. Relevant Master’s degree or a Juris Doctorate.
