Talent Acquisition Manager
Provides strategic direction and oversees execution of all plans and activities of the district’s sourcing and recruitment efforts, staffing allocations, employment activities, performance management systems, professional growth and development planning services, and workforce planning to ensure the selection, deployment and retention of highly qualified personnel.
Directs the day-to-day activities of assigned staff in coordination with other Human Resources Management Team members. Duties include hiring, training, counseling, evaluating staff performance, and when necessary disciplining and/or discharging staff.
Oversees and assumes responsibility for the development and implementation of all aspects of the sourcing, recruitment and employment process for certificated and non-certificated staff including the MUNIS Applicant Tracking module; applicant screening and background checks; selection and placement of candidates for employment; provides guidance to district personnel regarding employee selection.
Oversees all employment activities such as hiring, transfers, promotions, demotions, and terminations. Ensures that job descriptions and civil service class specifications are developed and updated as needed. Oversees and helps to conduct requests for job audit/job analysis.
Oversees execution and delivery of the annual teacher, building secretary and instructional assistant assignment and transfer process.
Oversees absence management services to provide coverage for critical absences of employees such as classroom teachers, building secretaries, and other key personnel. Monitors and reports on the effectiveness and continual improvement of the Substitute Employee Management System (SEMS).
In conjunction with the Director of Academic Staff Development, oversees evaluation systems for teachers (OTES – Ohio Teacher Evaluation System) and principals (OPES – Ohio Principal Evaluation System). Provides coaching and support to evaluators in the creation and implementation of Professional Growth Plans and Performance improvement Plans. Monitors and tracks the compliance to the evaluation system steps and maintains records of all evaluation components including final summative ratings.
Oversees the design and administration of evaluation systems for central office administrators, classified supervisors, and classified employees.
Conducts ongoing process improvement to increase the standardization and effectiveness of recruiting, staffing, absence management and performance evaluation practices. This includes developing metrics to measure and track results and periodically presenting this data and assessment of effectiveness to senior leadership.
Provides assistance and consultation to district staff in interpreting human resources policies/procedures and addressing a variety of human resources issues.
In conjunction with the Manager HR Data and Systems, oversees maintenance of complete and accurate employee records and files for recruiting, employment activities, evaluations and performance growth plans; protects confidentiality of records and information.
Assists the Executive Director, HR and Senior Leadership Team with communication and execution of Human Capital Development strategic plans such as for Leadership Development, Succession Planning and Talent Retention.
Develops and maintains appropriate communication and relationships with all departments and any external stakeholders.
Monitors to ensure district compliance with Federal and state regulations and labor contract/association agreement requirements relating to assigned human resources function.
Prepares and administers departmental budget(s); ensures expenditures are within the approved budget(s).
Develops and implements personnel policies, and procedures related to assigned functions; revises departmental work systems and procedures as necessary to continuously improve the efficiency and productivity of the department.
Prepares or oversees completion of required documentation and reports.
Serves on various internal and external committees; performs related tasks.
Maintains current knowledge of regulatory standards and district policies related to assigned functions. Recommends and implements changes to methods and processes as necessary to conform to new standards or policies.
Keeps current on trends in Human Resources best practices.
Interface with employee and union associations; ensure contractual provisions are effective for district business and student success.
Oversees professional development of HR department staff. Resolves problems, situations or issues in a collaborative, tactful, courteous and respectful manner. Develops and maintains collaborative relationships across district departments to ensure HR services are delivered in a quality and timely manner.
Ensures departmental staff maintains required credentials and facilitates on-going development opportunities that align with district strategies and objectives.
Analyze data, implement and track metrics and report on outcomes.
Performs other duties as assigned.

Education, training, experience:
Bachelor’s degree in Human Resources, Education Administration or a related field.
Seven (7) or more years of progressive related human resources experience including at least three years supervisory responsibilities.
Proven track record with sourcing and recruiting top-quality candidates from entry level to executive level.
Proven track record of designing and implementation of performance management systems and professional growth plans.
Experience with Succession Planning, Leadership Development and Workforce Planning is desired.
Strong knowledge of Federal and state and collective bargaining laws related to the human resources function.
Strong knowledge of human resources principles, functions and concepts.
Ability to interpret negotiated employment and labor agreements.
Demonstrated supervisory skills to effectively manage the daily operations and administration of assigned function(s). Interpersonal skills necessary to effectively communicate, orally and in written form, with district staff, union representatives, third party administrators and others in the exchange of information and resolution of problems.
Written and computer skills necessary to maintain various departmental records, documents and reports.
Strong written and verbal communication skills including effective presentation skills. Analytical ability to develop plans of action to address a variety of employee issues and concerns in a timely manner.
Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
Mathematical aptitude necessary to develop an annual budget and monitor expenditures.
Demonstrated ability to effectively serve as a leader and member of a team.
Demonstrated ability to handle problem situations in a tactful, courteous and respectful manner.
Demonstrated ability to promote and implement Human Resource process/program improvements within HR and across the organization
Demonstrated ability to analyze data, prepare reports and effectively make presentations to senior leaders as well as other audiences.
